Sorry, you received a dry ink cartridge. It must have disrupted your printing plans. I hope to help you resolve this issue.
Sometimes, cleaning the printhead or copper contacts helps. Unplug and plug back in your printer to an energy source. That also can work as a remediation tool.
If these do not help, I recommend you contact support. I am not sure why you were told you couldn’t return the cartridges, but here is the return policy: store.hp.com/us/en/cv/returnsandexchanges.
This time 564XL Black cartridge was a dud. The HP printer accepts it and it looks as if it is filled with black ink, but the printer won't print black. Plus the outside of the cartridge did not have the over wrapped white paper on it.
