The first thing you need to do is pair the device. These devices usually require a password to pair so that people can't simply randomly hijack your device.
In order to pair the devices, you usually have to make sure they are both visible to each other. Check your instructions or go online to find the necessary password.
Bluetooth can be a little finicky to get paired. Make sure the devices are close and relatively unobstructed (don't have a lead wall or a strong magnet between the 2 devices you are pairing).
Once paired, acclimate yourself with your device list. If the devices don't automatically connect, you will have to select it from the list and tell them to talk. My bluetooth phone usually connects to my car radio automatically. But one in ten times it requires me to select the device to connect.
And finally, make sure the BT device is enable. The device can be plugged in, but it doesn't mean it is turned on.
