Will this be compatible with perfectly flush mounting a gallery style tv from LG such as the LG G1?

We have not tested the WMC701 kit with the specific type of TV you referenced. That being said, the coverplate of our grommet that will be behind the TV will protrude about 1/8" from the wall. You also need to consider the TV cord and what type of cord management space the TV itself offers.

Can I use this kit on the inside of exterior wall?

Yes, this can be used indoors on an exterior wall. You may have some difficulty pulling cords and cables through due to the insulation, but there is no reason you cannot install on an exterior wall.

No, this is not designed for rough textures like cement.

How flush can the bottom one be against the wall? I have a piece of furniture that is attached to the wall so I want to inset it a little so it will not push that furniture piece off the wall too far. My goal is to use this to power a digital photo frame
