Pc wont turn on, I need help. A solid amber light turns on but nothing on the inside turns on whatsoever.

Are the lights on the motherboard fan and extra fan to the left of the motherboard supposed to be turned on? My front two fans work perfectly fine and I can change the colors of the light but the other two fans won't turn on their light.
