Ive plugged everything in but it wont start. Theres no power switch, how do i start it?

There is a switch by the power cord on the back that needs to have the line or "I" pushed in and there is a power button with square looking version of the power symbol (circle with a vertical line through the bottom. I have this PC. There are 2 USB ports on top of the case. Mine do not work...has anyone else had this problem? Does anyone know of a fix? It is important I get these working! Thanks!
