Will this pc be able to play games such as tera, vindictus, and dragon nest at max game quality?

The GUA1000BST build meets the system requirements to play both Tera & Dragon Nest with medium-high graphical settings, at a smooth performance level. However it falls a bit short of the system recommendations for Vindictus.
