Is the liquid cooling system already filled before delivery or do I have to fill it when it arrives? If I have to fill it how do I fill it and what should I fill it with ? Just regular water? Stupid question sorry

In the internal box of specs it has listed number of PCI-e x16 slots as 1 but in the expansion list it does not state this, so does it have one or not?
