Is the Chromebook able to read MP3 and MP4 files from a USB port?

Will this computer accept an external hard drive from and older lenovo computer as a back up ?

That will depend on the compatibility of the hardware. As long as the external hard drive is compatible with Windows 10, it will be compatible.

Can this PC play DVD's and CD's?

This model has a built in CD/DVD drive built in. To play commercial CD's and DVD's, you will need to install 3rd party, Media Player/Creator software. You can copy and archive your files to CD's and DVD's without Media Player/Creator software needed.
