Based on the specs for GTA 5, you could run the game at 1080p with around 60 FPS if you take advantage of max performance mode (use Fn + Q to get there) when plugged to achieve higher gaming performance output.

My first question, as always: can the RAM and/or storage be increased, and if so, to what extent? Also, what is the present RAM configuration?

This IdeaPad Slim 3 config offered by the third-party seller features soldered memory (row of chips, 16GB Soldered DDR4-3200), but the storage can be upgraded. Although, since this model features one M.2 2242 PCIe 3.0 x4 slot, you'd most likely be bound to 4TB max for storage capacity.

This IdeaCentre's port selection does not feature a port that supports USB-C dock use, which is why this didn't work for you. To speak to your question, the Tower features one video port at the rear; an HDMI port for output to one monitor. In theory, if you wanted to output to two more external displays, you'd have to use a USB video adapter that doesn't rely on DisplayPort (DP) Alt Mode for video output for it to work with this system.
