The Tab 4, 10.1" is an Android 7.1 WiFi only tablet. We recommend that you check with the app developer (CSR 2 racing) for compatibility. This well be in their "minimum system requirements". It does cast to a newer smart TV with a Chromecast chip built in.

can i make video phone call without having the phone ?

After the initial set up with your cell phone, you do not need to use it again for video calls with Google Duo.

The Tab 4, 10.1" is an Android 7.1 WiFi only tablet and does not support sim cards/LTE.
