Will Oculus Rift work with this computer? Can I upgrade the video to a 8mb card?

We recommend you check the Oculus Rift minimum/recommended requirements. You would need to upgrade to a GPU that would be compatible with the existing AMD Radeon RX 560 GPU configuration.

There is a small hard drive on this device, it is a total of 32GB, with approximately 20GB available for the user. There is not a lot of space to download additional programs. You can add more storage space by using a Micro-SD card, but not all programs can be installed to a Micro-SD card.

Does this have built in wifi? And can you use both a computer monitor and TV at the same time?

Yes this desktop has 802.11AC WiFi built in. It has 1x DP, 1x DVI, 1x HDMI video capable connectivity, so as long as the TV and computer monitor have this type of connectivity and are compatible with Windows 10, they will work.
