Hello I am a software developer and i am looking for a new laptop to do my work, can i use this one?

This will depend on the software you will be using and the requirements of that software. We recommend you check with the specific software publishers you will be using for their compatibility with Windows 10 Home 64-bit operating system and the minimum/recommended hardware requirements (Is a Graphics card required, the processor speed and the minimum required system RAM) to run their program, then compare those requirements to this system's configuration.

If holding down the power button corrects the boot error, it sounds like there was a false start up. The start button was released too soon.

According to Best Buy an Open Box item has either been used in store as a shelf display or the item has been returned by a consumer, checked out by Geek Squad as salable. The product is returned to the sales floor as an "Open Box" item for resale. A new item has never been opened or sold.

How do I hook the tower to a monitor and a TV at the same time?

There is a VGA video port and a DisplayPort video port on the back of this system. You can connect a monitor to the VGA port and a TV to the DisplayPort connection. You may need to get a DisplayPort to HDMI adapter if the TV does not have a DisplayPort on it.
