Which is better for a novice user....the windows 10 OS or Chrome cloud based system?

They are both very good, though very different. Chrome is a "Cloud-Based" computing system. You must be connected to the internet for the device to be functional. You can not do work off line because there are no programs on the Chrome device. The Windows 10 device has a full operating system on the device. You can work online but you don't have to. You can do work while you are not connected to the internet because you install the programs on to the device.

How is the glare on the screen? With my last ASUS touchscreen laptop, I was annoyed at the particularly glossy finish of the touchscreen. Does this laptop have an anti-glare/matt finish screen or is it very reflective?

This system does no have an anti-glare coating on the screen. It does have a glossy look rather than a matt finish.

Download the software from the publisher's web site. You can also use an external CD/DVD drive, plugged in to one of the USB ports of this device.

Check with the software publishers of the programs you plan on using for their minimum/recommended requirements to run their programs, then compare those requirements to the configuration of this system. This system has a 500GB hard drive. You should always have an off-device backup of all your important files and programs. This computer does have a web cam.
