Yes, you can use either the USB-C port for video out or the USB 3.0 port that also has HD video out capability.

How does this deal with editing documents offline?

You can't use the Chrome System off line. The whole concept is based on connection to the "cloud". All programs are on the Google Server, in the "Cloud".
