If I hook up an external 1080p monitor to this via HDMI, will the performance and frame rate in games be the same on the external monitor as it is on the laptops own display (all settings identical)? Or do you get worse performance when using HDMI output?

I installed Ubuntu. i installed chrome... it had slight lags.. so I downloaded the windows installation media usb.. when i go to install win11 it says this pc doesn't meet the minimum requirements to run win11.. and won't let me install. Now what?

Let the battery charge for about 15 minutes, with the power off. Push the reset button. The system should boot to a choice screen where you can choose "Restore To Factory Default". Select this. It will delete everything from the hard drive except the original factory install of the operating system. You will need to reinstall all programs and files after the reset. If you don't have copies of the files, try to make one before you restore by selecting "Boot to desktop" and trying to back up your files.
