Instead of setting this on the floor, can I install this in my vertical sliding window? How would I place the hoses as well? Would they be hanging outside?
Yes, you can install this unit in your vertical sliding window. There is a panel included that allows you to vent the unit through a hole without having overhanging hoses outside.

Battery operated or no? And how bright is the light?
It didn't mention whether it was battery operated and I did notice it mentioned a 5' cord? I just wanted to double check and confirm that it doesn't use batteries, I want it to be plugged in.
