I use Family Safety on our laptops to monitor (and block) the kids' web access. One child was recently given an Android tablet and promptly created a whole slew of social media accounts (using a fake name) w/o permission or knowledge.

AVG family safety is compatible with Windows mobile. You are able to create accounts for each child and block/monitor social media apps.
