I have one Ethernet connection on the back of my ARRIS SURFboard Modem and I need two. what can I do to add the 2nd Ethernet Connection?
Connect the one ether port to a small unmanaged switch then plug the devices into it

specs page on the Microsoft site says: 1 USB-C® 3.2 Gen 2 port (10 Gbps data transfers and pass-through accessory charging) NOTE: Supports compatible accessory charging. Does NOT support laptop charging. (emphasis added)
You might want to try a different USB-C hub with PD ports (I believe you need 3A@15V for Surface) and a third-party USB-C to Surface Connect cable

Can I attach this to my 4TB My Cloud to increase the storage capacity? I currently have a 5TB Easystore portable drive connected to MY Cloud but will need much more space. The shared contents are streamed to a WDTV box.
