Yes it will still be able to make a word doc, presentation, or anything else that Google offer's offline. It will then just sync them to the cloud once you have WiFi signal connected.

No you cannot at this time; Netflix is using a streaming technology which isn't supported by the chromebook. I have been able to watch streaming TV though -- watched Saturday Night Live last night on nbc.com.

So deficiency isn't the chrome book, but Netflix's choice of technology driving the limitation.

Best Buy does sell the 3G version. However it is only available online at www.bestbuy.com. You must also keep in mind that the New Chromebook just came out last Thursday. Give it a week or two before Best Buy is fully stocked on inventory. Hope this helped!

Any website which supports music streaming works great with the Chromebook so Pandora, iheartradio, etc, etc. Google Music is an excellent, cloud-based iTunes replacement allowing you to store up to 20,000 songs in your free account and play them back on the Chromebook or any other devices.

As far as movies, the new $249 Chromebook doesn't currently work with Netflix (older units do). This is supposed to be remedied eventually. Movies purchased from Google Play should work well.

You can use your Chromebook on your home WiFi. You will need to enter your password for your home network one time to connect. Your Chromebook will remember it and connect to it automatically whenever you open your Chromebook at home.
When out and about, you can connect to any free and open wifi such as coffee shops, airports, hotels, library just to name a few.
You will not need a data plan with your wifi enabled Chromebook.

No. And even if you used an OS on here other than Chrome you would still not be able to run games from Steam because this uses an ARM processor which would not be compatible with Steam or Steam games.
