Hello, The mentioned unit is almost 22" wide. To be more specific it is 21 10/16" wide, 19 11/16" deep and 17 1/4is it's height. Have a great evening.

Does this have an extra rinse option?

During the normal, hard and gentle cycles, the clothes go through two cycles of the "rinse" stage. You cannot, however, select to re-rinse your clothes.

Dishwasher placement

To the left of my sink I have a front loading washing machine and was wanting to make sure it will be OK to place the dishwasher on top with a rubber backed carpet placed on top of washer for protection.

It is not recommended to stack the units one on top of another, as they produce heat and could affect the operation. Also need proper air circulation.
