I'm a rock climbing instructor and I need to be able to tie this to a harness so it doesn't fall. Does it come with a wrist strap or some kind of tether?

The HERO7 Silver comes with a Frame that includes the standard GoPro mounting fingers, and it comes with a buckle that allows the Frame to lock into other GoPro mounts. There isn't a specific strap or other kind of tether included, though it could be possible to tether the camera to a rope using the mounting fingers on the Frame.

Yes, the mounting fingers from the HERO8 Black extend below and through the Media Mod, so you can still connect the HERO8 Black when it's in the Media Mod to nearly all GoPro mounts.

It's possible, but it's difficult to confirm that for each model of phone and tablet. A good first step would be to download the free GoPro app to your phone or tablet to confirm the app will load and open.
