Does the hero 7 or 8 float? I am considering purchasing one to use for fishing. I am concerned if it comes loose from the underwater pole it would sink and will not be recoverable.

GoPro cameras on their own do not float. There are attachments you can use though that would keep your GoPro safe around water. Check out the GoPro Floaty or the GoPro Handler.

I bought a Hero 6 bundle a few years ago and I was wondering if all of the accessories I purchased then, ie: case and mounts, will fit the Hero 8 also

Nearly all of the mounts should work with the HERO8 Black since the mounting fingers are the same. If you have anything that encloses the GoPro (like a dive housing) those will not work with the HERO8 Black since the HERO8 and the HERO6 are slightly different sizes.

can you live stream and record footage at the same time

Yes, you can record what you're streaming like you would a normal video.

Can this fit in a bicycle? Is it standard for all bikes handle bar?

This mount may be a little large for a normal handlebar since it's designed to fit 1.4" to 2.5" (3.5 to 6.35cm) diameter tubes.

The Handlebar Mount is designed to fit 0.35" to 1.4" (9 to 35mm) diameter tubes, so it should fit most common handlebars.

Can the Hero 7 be used as a live stream camera/webcam? Can it be used to transfer through to OBS or say Elgato software for live stream and video creation?

The HERO7 Black can be used to livestream to Facebook, YouTube (if you have 1,000+ subscribers), Twitch and other platforms using and RTMP URL.
