Why is it that my soudnbar was working perfectlt fine but the it keeps switching between D.IN and TV ARC cutting the sound in and out? I tried reseting the tv and sounbar and have the same issue. I used the soundbar on a different tv and it works fine

I apologize for the inconvenience you have had with the inconsistent sound volume. Please try adjusting the following Settings to improve your experience.
The Auto Volume function automatically adjusts the sound to a certain level when changing channels or switching to another external input. Go to Settings > All Settings> Sound > Expert Settings > Auto Volume = On.
You may also want to perform a Sound Test under Support > Self Diagnosis > Start Sound Test.

Can you connect multiple Bluetooth devices simultaneously? Can they be 3rd party (non Samsung) devices?

No, you cannot connect more than two Bluetooth devices at once on the TU690T. Instead, I recommend the CU7000 TV, which offers the feature Dual Bluetooth Audio, allowing you to connect to two Bluetooth devices at once.
