The HW-B650 Soundbar will automatically power on when using an Optical Cable. If you are using an HDMI cable make sure that HDMI-CEC or Anynet+ is turned on through your TV settings and it will power on/off as well.

I don’t have cable or Wi-Fi do I need it to watch tv

No, you can watch local channels or Cable TV without Wi-FI. You do need Wi-Fi for streaming via apps or to watch Samsung TV Plus.
