can I upgrade to an RX 480 later on.

Can this run watchdogs 2 and gta 5 smoothly?

The AMD Radeon RX 460 graphics card should have no problems running the game however may have issues as each game requires a slightly more powerful CPU. I am looking for a computer that will run games like Beam ng Drive or wreckfest will this one do it without lag on atleast mid range settings?

This pc needs some cd instalation?

The PC will include a recovery DVD for Windows and a motherboard driver installation disc which is already preinstalled for you when you receive the PC. If you do need to use them however, you will need to connect an external USB DVD or bluray drive to use the discs which will not be included with the PC but must be purchased separately.
