Yes. So long as the battery pack is USB-c compatible, and delivers 5V-2A, or 12V-3A, or 20V-2.25A 45W.

If I can restore my OS through OneKey Recovery System, does it mean that I don't have to create a recovery drive? Can OneKey Recovery System restore a completely corrupt OS without having a recovery drive?

Always create your own off device recovery media. Remember, OneKey Recovery still has to access your system hard drive to restore your computer. It is possible a power supply failure within the computer or some other catastrophic failure could make access to the OneKey Recovery file impossible. That's why you want to still have a recovery file available off the computer on a separate storage device.
