I've gone through the set up but the keyboard and mouse will not link to the computer. Can I get some guidance?

Be sure you have the installed wireless 2.4GHz USB adapter into a USB port on the computer. The USB WiFi receiver is stored within the battery compartment of the mouse. Second, install the batteries within the mouse, turn it on. The Keyboard uses a rechargeable internal battery. There is a Mini-USB to USB cable included to charge the keyboard. Charge the keyboard for about 90-minutes. Unplug the charging cable the keyboard and mouse should now work. I'd like to be able to hook up 2 external larger monitors with separate programs running on each monitor rather than utilize the laptop screen plus 1 external. Is this possible? What type of connection to the external monitor is supported (HDMI/VGA, etc)?

Can I transfer the files and programs on my IBM refurbished seven year old Lenovo W500 and can I have installed a DVD drive?

No. The keyboard is not backlit. There is no touchscreen.
