My work requires I have an 8GB laptop and must screen shot the specs by typing something in the command prompt. Will this show 8 or will it only show the 4?

This model has 8GB of RAM.

does the USB-C 3.1 support ThunderBolt 3? i know they usually have a stamp of a thunder next to the usb-c

No, model number 81D2008FUS does not have a Thunderbolt port.
