can you give me step by step instructions on how to access a video call? I can't figure it out or get it to work .

Important: If you already use Duo, make sure you connect your Google Account to your Duo phone number in the Duo app on your phone before following these steps.
1.Open the Google Home app Google Home.
2.At the bottom, tap Home .
3.Tap your Smart Display and then Settings, Settings and then Duo video calling.
4.Follow the steps.

Can buy internet for only the tablet and use wherever I go without Wifi?

No, the Lenovo Smart Display requires a WiFi connection to work , and is not designed to be mobile.

are there any outputs or ways to connect to smart TV ?

The Tab 4, 10.1" can "Cast" to a newer smart TV with a Chromecast chip built in.

How long on average does it take to charge both devices
