Does the Lenovo Smart Display replace the need for Google Home or do you need both devices?

Both devices are very similar you can use one or the other or both. The Lenovo Smart Display has a better screen, sound and a camera for video chatting.

Is it upgradable to Oreo?

The Tab 4 ,10.1" is an Android 7.1 tablet and we are not aware at this time of an update for it.

1. Will this device run Microsoft Office? (Access, Word, Excel)? 2. Can an external USB hard drive be connected for file storage and backup? 3. Is there a built in speaker? 4. Is there a built in microphone?

Yes, the Tab 4, 10.1" comes with a free thirty day trial of MS Office 365 (Word, Excel, PowerPoint and One note) . After the thirty day trail you would need to purchase it. The best way to back up any files on this tablet is with a Micro SD card ( supports up to a 128GB card and we recommend using FAT and exFAT cards). It does have a Micro USB that supports an OTG adapter for a full size USB ,but you would need a way to power the DH.
There are two front firing speakers powered by Dolby Atmos for great sound and a microphone built in ,or you can use the 3.5 mm audio combo jack for a mic.

Can I stream Netflix

It currently does not support Netflix but the Lenovo Smart Display supports many audio and video services, to name a few:
Audio: Google Play Music, YouTube Music, Pandora, iHeart Radio, TuneIn, Spotify,
Video: YouTube, HBO Now, CW, Google Play Movies & TV, Crackle and YouTube TV gives you access to up to 40 premium TV channels live.
Some of these services will require an active subscription. "
