Does the headphone jack for external speakers need to be turned on? When I plug the external speakers in, the sound still come from the internal speakers.

No, if the speakers are compatible with the device, they should work as soon as you plug the speakers in and turn on the power to the speakers. Since there is no power going out of the headphone jack, your external speakers must be powered speakers.
