Would this be suitable for 9th grader home schooler? Using Firefox mostly & ms office... enough storage for saving home work etc and speed for classwork?

That really will depend on the requirements of the work your student will be doing. There is only approximately 20GB of usage storage space after the factory installation of operating software on the device. We recommend you check with the school web site for recommendations on s computer configuration.

So is Optane+hdd better than ssd over time?

It is a capacity and cost difference. In the case of this model, you have 16GB of Optane memory acting as support for the standard 1TB 7200RPM hard drive, making the standard hard drive essentially a hybrid drive with 16GB of solid state memory for quick loading of often used programs and files. A true solid state hard drive has larger capacity and is probably a stand alone hard drive with a capacity of 128GB of storage or more. Obviously the solid state hard drive is more costly than the standard hard drive and Optane Memory combination.

Can Itunes be downloaded to it. I have about 120mg of music on my current apple computer, but I cannot download the latest version of itune because it is so old

Yes, Windows 10 is compatible with iTunes, but remember, this system only has a 32GB solid state hard drive. Of that total approximately 21GB will be available after the install of factory software. If you plan on adding additional software, other than iTunes, hard drive space may become an issue.
