Can this laptop burn DVDs?

Yes, there is a CD/DVD-RW drive built in. In order to create movies you will need some Media Player software that is not included with Windows 10 Home. You will be able to copy files to a CD/DVD, like any other external hard drive, like a Flash Drive with Windows 10.
