No. But once the battery has at least a 15% charge, you can use the device while plugged in and charging.

Answer quick please :) is it normal for fan noise to get loud then go back down to normal volume even when i have no apps or anything on ?
Yes this is normal. If the device is no, it is generating heat, even at idle. The fan needs to run to keep the device within normal operating temperatures.
