It is not pre-installed, but you can download this free software yourself.

That is a function of the voice to type software you use, there is no voice to type software preinstalled on this device.

How would you compare the stylus vs the pen of the surface, from a functionality point of view? I want to know if i can use it to take notes using OneNote in handwriting mode, for example (not handwriting recognition)

This pen in this device performs similar to the pen in the surface Pro. You will be able to take notes with the ThinkPad pen.
