Is there any way to control a media player/iTunes with Play/Pause/Stop/Next/Back commands using function keys or global keyboard shortcuts when media application is not in focus? Just like one can change volume using F1,F2,F3 keys.

Not in the case of iTunes on a PC. There may be other media players where hot keys can be used on a PC.
