Is this a good laptop for video conferencing?

This system has a standard definition 480p web cam. As long as the video conferencing software is compatible with Windows 10 and a standard definition web cam it will work. This is an entry-level system. The Celeron processor is entry-level. There may be some buffering with video streaming. You may want to take advantage of Best Buy's great return policy. Does this have a Ethernet R 45 for hard wire connection?

No, but you could use a USB to ethernet adapter to make this system capable of accepting a hardwire ethernet connection.

Does this differ from the Lenovo Flex 4 model which also has i7 chip,256 ssd and 16 ram?

Yes, this Yoga 710-15 model is much thinner and lighter. It is a completely different design compared to the Flex model.
