Yes, this system will work with your DSL. Either by way of WiFi (WiFi card is built in) or hard wire in to the ethernet port on this device.

This system comes with Windows 10 Home 32-bit pre-installed.

If connected directly to smart TV . Can I use TV camera for Skype or I need to use computer camera connected to the stick?

The camera on the TV should work. If you are using a smart TV, it would already be Skype compatible and you would not need the Stick 300 for this.
