I am ignorant about this type of product. Is this something I can download app's too? Like the app's you would download to your Ipad? Thanks

This is system uses Chrome operating system. It is cloud based computing you use APPs on the Google server not on this device. Later this year there will be a Chrome update that will allow you to download APPs to this device from the Google Play Store.

The link"what is a refurbished laptop" was broken. I bought a lenovo Think pad T430S Refurbished (14", Intel 15, 8GB, 256GB). Since this is an old model, does this mean somebody used it for a few years and returned and then bestbuy retrofitted it 4 resale

That is correct. It may have been a business lease, was returned after lease and was restore to full operation, no necessarily "new", but working. This allows for a very favorable price point.
