You can switch out of Windows 11 Home in S mode to standard Windows 11 Home after you've purchased and setup your computer.

Does this have the option to have steam flashed as the main OS for the device? And does it work without any tweaking?

In theory, you could run SteamOS on the system despite it coming with WindowsOS; however, it will require "tweaking" as you put it. Given that this is a Windows based system, Windows will not wish to play nicely with another platform's OS fighting for a place as the primary boot OS. And, since the system features one storage slot, as of now, natively, it would not be an optimal experience trying to dual boot Steam and Windows on one drive.
