If you are looking to get a first phone for your young one I would recommend this iPhone. It meets my daughters needs and has most of the functionality that the iPhone 6 has just a smaller screen and for less. If purchased at the right time, you can get a BestBuy gift card as part of a promotion to purchase a case and extended Apple Care plan. My daughter loves this phone.

Can I charge while the usb port is in use?
The application needs to run for longer than 8 hours, continuous, so it needs to be able to be charged from a separate port from the USB.
The USB port is not used to charge the Surface. It has a separate proprietary port for charging the device. If you need additional USB ports, you can always purchase a USB hub to expand it.
