To answer your first question, your computer and Operating System must meet the following requirements which I copied and pasted herein from Best Buy's Website...
Windows XP SP3 or higher (32-bit): Intel® Pentium® II, Celeron® or other 233MHz compatible processor; 750MB hard disk space; Internet Explorer 6 or higher.
Additional PC system requirements include Windows Vista: 800MHz 32-bit (x86) or 64-bit (x64) processor; 2GB hard disk space; Internet Explorer; Windows 7 or 8: 1.0GHz 32-bit (x86) or 64-bit (x64) processor; 2GB hard disk space; Internet Explorer. Additional PC system requirements include DVD/CD-ROM drive or Internet connection; USB port.
The answer to your second question is you do not need wireless internet access if you don't plan on printing documents away from home via the "cloud." You can use the wireless feature within your home without wireless internet access but you will need a wireless capable network switch and/or router. They're pretty cheap and If I were you I would buy either the Netgear or D-Link product.
