No, the chromebook uses an OS called chrome. It is not windows, Linux, android etc... it is its own OS and has pros and coins.
Basically get google chrome on your regular computer, look at the extentions and apps within google chrome and that's what you will be able to do. The easiest way to describe it is basically it is a laptop that only has google chrome built in, so no, it is not windows nor can it run windows apps or exe files... but I think you will be surprised at what it can do. So far the only thing I haven't been able to do (that I can do on my windows laptop) is java based apps. There is no support for java based apps. Besides that it has photo apps, file managers, games, zip/rar/file compressions etc..
