Hi, how are you, I read in many places that this camera comes with 2 micro sd 32 gb each, Why in Best Buy It doesn’t come with them.

This one is designed just to work with the HERO8 Black. You'll want to look for a Floaty for the HERO7 to use with that camera.

how do you charge the gopro hero 7 silver camera ? or does a charger come in the camera package?

The cameras come with a USB-C cable that you can use to charge the camera. You can connect the cable to a computer or to any 5V/1-2A charging block that you have. For example, an iPhone charging block works great.
