Yes, the HERO11 Black is waterproof down to 33 feet on its own. If you want to go deeper than that, there is a protective housing for the HERO11 Black that provides protection down to 196 feet.

Can the video be downloaded to your PC instead of the cloud. I prefer to edit my own videos.

Yes. You can transfer anything you record directly to your computer from the SD card by connecting the card to the computer, or you can use File Exporter to move the files over. We have info on the GoPro website that can walk you through these processes.
