This does not work with Hero 9. Per Gopro!!!

There are two remotes by GoPro. This one does work with the HERO9 Black. The other remote is called the Smart Remote and it works with several of the earlier models of GoPro cameras.

Sorry, these are designed for the HERO8 Black and will not fit on the HERO9 Black.

Is the go pro 9 waterproof? Do i need to purchase a waterproof case?

Yes, the HERO9 Black is waterproof on its own down to 33 feet. If you plan to go deeper than that, there is a protective housing sold separately for the HERO9 Black that you can use.

Can I use this case with a Hero4 Silver? If not, what cases will work with that camera?

Because the sizes and button locations are so different between the HERO9 Black and the HERO4 Silver, this housing will not work with the HERO4 Silver model. There is a housing made specifically for the HERO4 cameras though. You'll want to look for the Protective Housing for the HERO4.

The HERO7 Media Mod will not work with the HERO9 Black. There is a separate Media Mod made for the HERO9 Black.

It should. It's designed to fit on 1.4 to 2.5 inch diameter tubes.

Is the time lapse interval customizable? ie use an interval outside of the presets provided. I did not see a way to do this in the manual.

If you're looking for interval options outside of the options built into the camera's settings, take a look at the GoPro Labs program. You can set many more options for your camera using the tools through this program.
