would this pc be able to handle the oculus rift? or would it have to be upgraded like with the power supply and graphics card to be able to handle it?

The Occulus Rift and any other VR headset will require a compatible graphics card. The AMD Radeon R7 250 graphics is not VR ready. So basically both the video card and power supply will need to be upgraded accordingly. Would I be able to upgrade this PC to NVIDIA GeForce GTX 1060 6GB GDDR5?

The cannot be changed from the listed configuration forj or pre-configured desktops sold from BestBuy.com. You may however replace the included GTX 950 to any video card you prefer. Also, if upgrading to a video card that requires more 600watts, you will need to upgrade the included 600watt otherwise the current power supply should be able to work just fine if installing a GTX 1060.
