The Lenovo logo pops up on the screen and thats it any way to fix this I've already tried holding down the up and down volume buttons for 10 seconds it won't restart?

I received my new computer and the only thing it comes with is a key board and a mouse which both use batteries. When I had to type in my security code, the key board didn't work. It also did not come with a se-up/users manual. This would have helped.

Connecting an external monitor only works on one of the USB-C ports. It does not work on the other. Is this a known limitation for this laptop?
