The Lenovo IdeaPad 3 15 Laptop, model number 81WE00KVUS, ships with Windows 10 S-Mode 64-bit Operating System installed. Windows 10 S-Mode provides added security by only allowing APPs available ( and therefore certified by Microsoft) at the Microsoft Store. If you don't need the added security or you need to install APPs not available at the Microsoft Store, you can switch to standard Windows 10 Home 64-bit Operating System, at no additional cost.

1. The Lenovo Smart Clock with Google Assistant does indeed have a "sleep" mode. Simply say something along the lines of "Okay Google Play NPR for 1 hour". The device will confirm your request by saying something like "Okay now playing National Public Radio for 1 hour before turning off"
2. No the USB port on the back of the Lenovo Smart Clock is for charging devices only.

When I video chat with this laptop, the other person says he hears a delayed echo of his own voice. Is there a way to eliminate this? I've tried turning the volume down my laptop.

It sounds like your microphone is picking up the voice of the other person on the call with you.
