This can be normal in some cases. There are a couple variables to consider that may help decrease memory utilization.
To start, you can try to minimize unnecessary programs by seeing what's running in the Task Manager. Next, what may be mostly attributing to this is reserved graphics memory. By default, AMD based system may reserve around 2GB or more of system memory to bolster graphics performance. To make this adjustment, open Settings, go to System > About. Click on Advanced system settings, then Settings under Performance. In the Performance Options window, go to the Advanced tab and click Change under Virtual Memory. Adjust the settings to optimize your system’s performance.
